An IRS employee used his access to the tax agency’s systems to steal millions of dollars the government was supposed to be paying in tax credits to ExxonMobil, according to an indictment by federal prosecutors in Utah.

Rodney Quinn Rupe set up his own company, Ex Xo Exteriors LTD, then used his IRS access to give the company an official Employer Identification Number.

Prosecutors say he then accessed an IRS database and reassigned $2,021,986.40 in tax credits from ExxonMobil’s account to his company’s. He then applied the tax credits to his company’s 2019 account, which led to the IRS issuing a refund of $2,100,377.38 — the amount of the credits plus interest.

The government cut a check on Sept. 19, 2023.

Prosecutors say Mr. Rupe, 46, tried to deposit the check at several banks earlier this year.

He is charged with wire fraud, mail fraud, bank fraud and theft of government property. He has an initial hearing scheduled for July 3.

The Washington Times has reached out to the IRS and ExxonMobil for comment.
