Two House lawmakers, a moderate Republican and a centrist Democrat, are looking to force Speaker Mike Johnson’s hand on their bipartisan bill to provide aid to Ukraine and secure the U.S. southern border.

Reps. Brian Fitzpatrick, Pennsylvania Republican, and Jared Golden, Massachusetts Democrat, filed expedited consideration Friday to allow for a two-thirds majority vote after one week to pass their bill that is a slimmed-down version of what Senate Democrats passed and was declared dead on arrival by Mr. Johnson.

“This is time sensitive. It’s existential,” Mr. Fitzpatrick said in a joint interview with Mr. Golden on CBS’s “Face the Nation.” “We are adding a pressure point to make sure this gets done because we cannot afford to wait here.”

The bipartisan measure has several concessions for Republicans that Democrats oppose, including scaling back Ukraine aid from $60 billion to $49 billion, cutting out humanitarian assistance for the Israel-Hamas war and adding the “remain in Mexico” border policy.

Mr. Golden and Mr. Fitzpatrick said it’s their goal to jumpstart an open debate and amendment process that could lead to something passing Congress and landing on President Biden’s desk.

“Brian and I are actually talking about having a more open debate on the House floor. Amendments should be in order, we need to find a way to get a deal that gets us to 218,” Mr. Golden said. “I think a deal like that has to grow out of the middle and is unlikely to begin with a one-party solution.”
