NextImg:Youngkin PAC claims 2023 elections show road map for 'Republican success' despite losses


Gov. Glenn Youngkin's (R-VA) PAC, Spirit of Virginia, attributed Republican losses in the commonwealth's off-year elections in a memo Wednesday to the significant amount of money poured into the state by Democrats.

It also outlined the incremental progress Republicans made in the state, despite their ultimate failure to maintain the majority in the House of Delegates or take the majority in the state Senate.

"It is clear we did not meet our goals," wrote Chairman David Rexrode.

He pointed out that the PAC was aware of its significant disadvantages in Virginia from the outset, particularly as it relates to money.

"Virginia Democrats had President Joe Biden, the DNC, the DLCC, extreme environmental groups, special-interest billionaires, liberal dark money networks, the far-left Governor of Illinois, and countless others who poured millions of dollars into Virginia’s elections," Rexrode said, adding that Republicans relied solely on Youngkin's PAC and the Republican State Leadership Committee.

According to the memo, Spirit of Virginia gave "$14 million directly to candidates, legislative caucuses, and the state party to ensure our candidates had the resources they needed to effectively communicate with voters and spent millions more to support them with data, messaging, and advertising." In addition, the PAC poured millions more into "research, polling, modeling, data analytics, digital advertising, television advertising, on-the-ground voter contact, and get-out-the-vote efforts."

Republicans faced hurdles going into the races, such as recent redistricting and "difficult odds," Rexrode said.

However, he claimed, Spirit of Virginia "contributed to these races in an unprecedented way, providing a roadmap for Republican success even in competitive or difficult environments like Virginia."

Biden previously won 13 of the districts where Virginia Republicans were elected on Tuesday, and Republicans additionally prevailed in seven districts where Democratic candidates won in the 2022 midterm elections, according to the memo. Two Democratic-won districts were decided by less than 3,000 votes, suggesting a significant Republican effort.

Further, the PAC claimed if all the votes for Democrats were tallied statewide and compared to all the votes for Republicans, there would be a 1% difference, demonstrating "how close and competitive this election cycle truly was."

Rexrode pointed out the significance of such a close tally, given Biden's 10 percentage point win over Trump in 2020.
