The Laken Riley Act, named after a college nursing student who was murdered by an illegal immigrant, will require the Department of Homeland Security to detain noncitizens charged with or convicted of theft-related crimes or a crime that results in death or serious bodily harm, such as drunk driving.
Riley’s killer, Jose Ibarra, an illegal immigrant from Venezuela, was found guilty on 10 counts, including felony murder, malice murder, and aggravated assault with intent to rape. He was sentenced to life in prison without the possibility of parole.
