President Donald Trump’s pick to lead the National Oceanic and Atmospheric Administration Neil Jacobs will testify during a Senate confirmation hearing Wednesday morning, days after a wave of deadly flash floods hit central Texas.

Jacobs is expected to be questioned on National Weather Service cuts, which has become a point of controversy for Democratic lawmakers who blame the Trump administration for staff layoffs. The White House challenges the notion that staffing reductions played a role in the agency’s faulty forecast.
