The U.S. military has transferred weapons seized from Iran's Islamic Revolutionary Guard Corps to Ukraine.

U.S. Central Command announced on Wednesday that earlier this week, the government transferred 1.1 million 7.62 mm rounds to Ukraine that the IRGC had intended for the Houthis in Yemen, which would be in violation of United Nations Security Council Resolution 2216. CENTCOM naval forces seized the military aid from the transiting stateless dhow Marwan 1 on Dec. 9, 2022.

"The U.S. is committed to working with our allies and partners to counter the flow of Iranian lethal aid in the region by all lawful means including U.S. and U.N. sanctions and through interdictions," CENTCOM said in a statement. "Iran’s support for armed groups threatens international and regional security, our forces, diplomatic personnel, and citizens in the region, as well as those of our partners. We will continue to do whatever we can to shed light on and stop Iran’s destabilizing activities."

The move comes as U.S. officials have stressed to Congress the need for additional funding for Ukraine aid. Congress was able to avert a government shutdown last weekend, but House Republicans stripped funding for Ukraine from the eleventh-hour agreement. While Congress stressed that it would move ahead with a vote on Ukraine aid, hard-line Republicans joined Democrats on Tuesday to oust Rep. Kevin McCarthy (R-CA) from the speakership, which threatens to derail or at least delay these votes.

"As President Biden made clear, we cannot under any circumstances allow America’s support for Ukraine to be interrupted," National Security Council coordinator John Kirby said on Tuesday. "Time is not our friend. We have enough funding authorities to meet Ukraine’s ... battlefield needs for a bit longer, but we need Congress to act to ensure that there is no disruption in our support."

There is only $1.6 billion remaining of the $25.9 billion Congress has allocated for the replenishment of depleted U.S. stockpiles.

The U.S. has completely run out of long-term funding for Kyiv through the Ukraine Security Assistance Initiative, Pentagon Comptroller Michael McCord told House Democratic Leader Hakeem Jeffries last week. USAI involves the department paying defense contractors to produce the weapons that will be provided to Ukraine once they're built, which means these packages are the more long-term options to provide Ukraine aid, as opposed to when the Pentagon gives Ukraine weapons from its existing stockpiles.

Without additional funding, the department would “have to delay or curtail assistance to meet Ukraine’s urgent requirements, including for air defense and ammunition that are both critical and urgent now as Russia prepares to conduct a winter offensive and continue its bombardment of Ukrainian cities,” McCord wrote.

A major factor in Russia's war in Ukraine has been Iran's simple one-way attack drones. Russia has acquired hundreds of Shahed UAVs and mainly used them to target Ukraine's energy infrastructure. The U.S. has confirmed Russia's use of these drones despite Tehran's continued denials, while Moscow is setting up a factory to build them in its own territory.
