Two Ukrainian pilots are in Arizona working with the U.S. military to help them develop their capabilities.

A military official told the Washington Examiner that this "familiarization event" is the first between U.S. and Ukrainian pilots, though the military has conducted the program with other countries, per NBC News. The Ukrainian pilots will not be flying any U.S. platforms but will be using a simulator.

TIMELINE OF RUSSIA'S YEARLONG WAR IN UKRAINE

"The 'familiarization event' is essentially a discussion between the Air Force personnel and an observation of how the U.S. Air Force operates. This event allows us to better help Ukrainian pilots become more effective pilots and better advise them on how to develop their own capabilities," the official continued. "There are no immediate plans to increase the number of pilots beyond the two currently in Tucson but we're not closing the door on future opportunities."

President Joe Biden has repeatedly declined to fulfill Kyiv's request for fighter aircraft, though administration officials have reiterated that it could change in the future. He has, at other times during Russia's war in Ukraine, reversed previous decisions and later provided Ukraine with weapons he had previously denied.

"Our assessment is that a delivery timeline for F-16 even on the most expeditious timeline, and the training timelines, are essentially the same," Colin Kahl, the undersecretary of defense for policy, told the House Armed Services Committee last week. "That is, they're about 18 months and so you don't actually have time by starting the training early in our assessment. And since we haven't made the decision to provide F-16s, and neither have our allies and partners, it doesn't make sense to start to train them on a system they may never get."

Kahl acknowledged that it's "a priority for" Ukraine, but said, "It's not one of their top three priorities," adding, "Their top priorities are air defense systems that is keeping their intercepting network alive against Russian cruise missiles and Iranian drones, artillery and fires, which we've talked about, and armor and mechanized systems."

The U.S. has trained nearly 4,000 Ukrainian troops on various weapons systems, both in the U.S. and in Europe.
