President Donald Trump banned international students from entering the United States to study at Harvard University after his Department of Homeland Security was barred from doing so.

Last week, Judge Allison Burroughs of the U.S. District Court for the District of Massachusetts blocked an attempt by DHS to revoke Harvard’s Student and Exchange Visitor Program, or SEVP, certification. On Wednesday, Trump issued an executive order using a different legal authority to block foreign students from coming to the U.S. to study at Harvard.

“I have determined that the entry of the class of foreign nationals described above is detrimental to the interests of the United States because, in my judgment, Harvard’s conduct has rendered it an unsuitable destination for foreign students and researchers,” Trump wrote in the order.

He argued that allowing Harvard to continue admitting foreign students on its campus would jeopardize national security.

Trump’s rationale was elaborated upon in a letter from Homeland Security Secretary Kristi Noem last month in which she chastised administrators for failing to properly address the Trump administration’s concerns over antisemitism, infiltration from the Chinese Communist Party, and diversity, equity, and inclusion policies.

“As I explained to you in my April letter, it is a privilege to enroll foreign students, and it is also a privilege to employ aliens on campus,” Noem wrote. “All universities must comply with Department of Homeland Security requirements, including reporting requirements under the Student and Exchange Visitor Program regulations, to maintain this privilege.”

“As a result of your refusal to comply with multiple requests to provide the Department of Homeland Security pertinent information while perpetuating an unsafe campus environment that is hostile to Jewish students, promotes pro-Hamas sympathies, and employs racist ‘diversity, equity, and inclusion’ policies, you have lost this privilege,” she added.

Roughly one-quarter of students at Harvard are foreign.
