


The House passed the major spending and tax cut bill, dubbed the “one big, beautiful bill,” that President Donald Trump has been championing, despite not all House Republicans voting in favor of the legislation.
Five House Republicans did not vote in favor of the bill’s passage early Thursday morning: Reps. Warren Davidson (R-OH) and Thomas Massie (R-KY) voted against the bill, Rep. Andy Harris (R-MD) voted present, and Reps. Andrew Garbarino (R-NY) and David Schweikert (R-AZ) did not vote at all. All House Democrats voted against the bill.

The two Republican members who voted against the bill both cited the effects on the deficit and the lack of cuts to the federal budget.
“While I love many things in the bill, promising someone else will cut spending in the future does not cut spending. Deficits do matter, and this bill grows them now. The only Congress we can control is the one we’re in. Consequently, I cannot support this big deficit plan. NO,” Davidson said in a post on X explaining his vote.
Massie reposted Davidson’s post, saying he agreed.
“If we were serious, we’d be cutting spending now, instead of promising to cut spending years from now,” Massie said.
Massie was a vocal opponent of the bill throughout its consideration and accused members of “fantasy math” when discussing the fiscal effect of the legislation.
Harris, House Freedom Caucus chairman, said he voted present to move the process along.
“I voted to move the bill along in the process for the president. There is still a lot of work to be done in deficit reduction and ending waste, fraud, and abuse in the Medicaid program,” Harris said.
The two House Republicans who did not vote on the massive tax cut and spending bill said they inadvertently missed the early morning vote.
House Speaker Mike Johnson (R-LA) said Thursday morning that Garbarino “fell asleep in the back,” while Schweikert was going to the vote and “slipped his card at the last minute.” Johnson joked that the final margin should have been 217-214, rather than 215-214.

Before the vote, Garbarino advocated a higher SALT deduction. Schweikert is considered a deficit hawk.
The “one big, beautiful bill” will now move to the Senate for consideration, and could return to the House in the coming weeks with amendments. GOP House leadership was hopeful the bill would pass out of the House before Memorial Day, while also hoping for the legislation to be sent to Trump’s desk by July 4.
