NextImg:Texas House passes billion-dollar school voucher bill - Washington Examiner

The Texas House passed a sweeping school choice bill on Wednesday that Gov. Greg Abbott (R-TX) celebrated as a historic achievement and pledged to sign into law swiftly. 

In an 85-63 vote, legislators gave the initial green light to Senate Bill 2, a $1 billion private school voucher plan that creates “education savings accounts” for students to spend on private school tuition and other education costs. The House legislation approved $10,000 annual funding for families to allocate toward private education, while homeschoolers could access up to $2,000.

“For the first time in Texas history, our state has passed a universal school choice bill out of both chambers in the Texas Legislature,” Abbott said in a statement. “This is an extraordinary victory for the thousands of parents who have advocated for more choices when it comes to the education of their children.” 

“When it reaches my desk, I will swiftly sign this bill into law, creating the largest day-one school choice program in the nation and putting Texas on a pathway to becoming the best state in America for educating our kids,” the governor continued. 

Two Republicans and every Democrat voted against the House bill, which passed the Texas Senate in February.

As it stands, the legislation would provide most participating families with funding equal to 85% of what public schools get for each student through state and local funding, according to the Texas Tribune

Although the legislation has cleared both the House and the Senate, it’s not law yet.

The House must cast a final procedural vote to approve the voucher bill, although the measure is largely a formality. Then, it will head back to the Senate as members in both chambers hash out differences in the plans.

“If we’re building a house here, they’ve already agreed on the foundation. They’ve already agreed on the frame of the house. Now they’re just picking fixtures,” political analyst Brandon Rottinghaus told KHOU 11

President Donald Trump celebrated the GOP win, writing, “Congratulations to my friends, Governor Greg Abbott, Lieutenant Governor Dan Patrick, and Speaker Dustin Burrows, along with Texas Legislators, for finally passing SCHOOL CHOICE, which I strongly endorsed – this is a gigantic Victory for students and parents in the Great State of Texas!”

“We will very soon be sending Education BACK TO ALL THE STATES, where it belongs. It is our goal to bring Education in the United States to the highest level, one that it has never attained before. MAKE AMERICA GREAT AGAIN!” he added.

Trump has made it a focal point of his agenda to disband the Education Department, splitting up the necessary departments to fall under either HHS or the DOJ.
