NextImg:Tennessee Republican protects state's anti-abortion laws from federal funding manipulation

Rep. Mark Green (R-TN) is seeking to prevent states from losing federal family planning dollars if they have anti-abortion statutes that conflict with the objectives of the Biden administration.

In March, Department of Health and Human Services Secretary Xavier Becerra withdrew federal Title X funding from Tennessee because family planning clinics are not permitted under state law to provide patients information about procedures that are illegal in the state, including abortions.

"The Biden administration is throwing a temper tantrum because some states are standing up for life," Green told the Washington Examiner. "They are intent on making states that refuse to participate in abortions suffer. My legislation will protect Tennessee and other states from the Biden administration's malicious actions."

Title X provides low-income residents federally funded services such as birth control, pregnancy testing, and cancer screenings. Although federal dollars cannot be used to provide an abortion, HHS issued new guidance following the Dobbs v. Jackson Women's Health Organization decision last June that requires states to provide information about obtaining an out-of-state abortion, even if state law prohibits the procedure.

Green's "States Choose Life Act" amends Title X to stipulate that recipients of federal funding are not required to provide referrals or counseling for abortions if the procedure is unlawful in the state where the family planning services are being provided.

Prior to entering politics, Green was an Army flight surgeon who served in both Afghanistan and Iraq and made a civilian career in emergency medicine administration. He also has an A+ rating with Susan B. Anthony Pro-Life America.

In a letter to Becerra last week, Green called the revocation of Title X funds "unacceptable" as well as "arbitrary and malicious."

"Using Title X funds as a club to beat states into submission on a political issue is a gross violation of your position," Green wrote to Becerra.

"This administration has made it clear that it will exploit every opportunity to skirt the laws and push its radical agenda on American citizens," the congressman said.
