NextImg:Sheinbaum says there is 'no agreement' with US on cartels despite DEA memo

Mexican President Claudia Sheinbaum on Tuesday said no agreement has been made with the United States regarding cartels, despite a memo from the Drug Enforcement Administration saying otherwise.

One day after the DEA announced “a major new initiative” between the two countries, Sheinbaum opened her daily news conference by explaining she was unaware of any such agreement.

“I want to clarify something,” she said. “There is no agreement with the DEA. The DEA issues the statement, we don’t know based on what. We haven’t reached any agreement — none of the security institutions have — with the DEA.”

She referenced a memo released by the DEA called “Project Portero,” which the agency called a “flagship operation” against smuggling routes that move drugs, guns, and cash.

The news release was briefly taken offline, but went back up on Tuesday, according to the New York Times.

Sheinbaum emphasized that Mexico and the U.S. are close to an agreement that would significantly expand their partnership in countering cartels. She said it is currently being negotiated and noted that the broader security agreement would focus on four principles: sovereignty, mutual trust, territorial respect, and coordination without subordination.

“The only thing is a group of police officers from the Ministry of Security and Citizen Protection who were taking a workshop in Texas,” Sheinbaum said. “That’s all there is. There is nothing else. We do not know why they issued this statement.”

Sheinbaum’s administration has taken a particularly aggressive approach to prosecuting cartels, as compared to the president’s predecessor, Andrés Manuel López Obrador. The Sheinbaum administration has sent dozens of cartel figures to the U.S. for prosecution.

The DEA memo said the project will involve “a multiweek training and collaboration program” in the U.S. that will bring together “Mexican investigators with U.S. law enforcement, prosecutors, defense officials and members of the intelligence community” to “identify joint targets, develop coordinated enforcement strategies and strengthen the exchange of intelligence.”

The DEA memo also included a statement from its administrator, Terry Cole.

“Project Portero and this new training program show how we will fight — by planning and operating side by side with our Mexican partners, and by bringing the full strength of the U.S. government to bear,” Cole said in the Monday statement.

The DEA did not respond to the Washington Examiner‘s request for comment about the discrepancy.
