"After the landmark summit between President [Vladimir] Putin and North Korean leader Kim Jong Un at the Vostochny spaceport on Sept. 13, we can say confidently that these relations have reached a qualitatively new, strategic level," Lavrov said, per Tass.

In a ceremony following his arrival in Pyongyang, Lavrov gave special thanks to North Korea for openly expressing its support for Russia.

"We are fully aware that many countries worldwide share similar viewpoints and assessments, but only a select few, such as the DPRK, explicitly declare their solidarity with Russia and can express it openly," Lavrov said. "This ability is a hallmark of nations and governments that are truly independent, prioritize their national interests, and not fall for the tricks played by our Western counterparts."

The North Korean foreign minister echoed Lavrov's assessment of Russia-North Korea relations, saying that "frequent meetings between the two countries’ foreign ministers, which help strengthen friendly ties, serve as a proof that North Korean-Russian bilateral relations, which have a long history of friendship, are demonstrating development dynamic, developing vigorously."

A North Korean state media outlet reported the two watched videos exchanged between North Korea's Central Committee of the Socialist Patriotic Youth League and the National Youth Council of Russia expressing hope that good relations would continue between the two.

North Korea has emerged from diplomatic isolation to give critical support to Russia, which is eyeing the country's colossal weapons stocks, which would help replenish its troops fighting in Ukraine.
