The telecommunications hack earlier this month linked to Chinese hackers was the worst in U.S. history, according to the chairman of the Senate Intelligence Committee.

The FBI and the Cybersecurity and Infrastructure Security Agency (CISA) announced in mid-November that the intelligence community identified that Chinese-linked actors “have compromised networks at multiple telecommunications companies to enable the theft of customer call records data, the compromise of private communications of a limited number of individuals…, and the copying of certain information that was subject to U.S. law enforcement requests.”

Sen. Mark Warner (D-NC), the chairman of the intelligence committee, told the New York Times that it became clear this week that “every major provider has been broken into,” and indicated that the scope of the hackers’ exploits are still being uncovered.

It was the “worst telecom hack in our nation’s history — by far,” he told the Washington Post.

He said the breach went further than the Biden administration has acknowledged publicly, with the hackers able to listen to telephone conversations and read text messages, but not encrypted messages, like those sent on What’s App, Signal, or on Apple’s iMessage.

There have been reports that the Chinese hackers targeted the devices of then-presidential candidate Donald Trump and his then-running mate, Sen. J.D. Vance (R-OH). People within the Harris campaign were also reportedly targeted in the hack.

The U.S. has been concerned about China’s hacking efforts for two decades, initially with concerns of the theft of intellectual property, but have more recently focused on understanding American government officials.

In January, FBI Director Christopher Wray warned lawmakers that Chinese hackers are “positioning” itself within America’s infrastructure “in preparation to wreak havoc and cause real world harm to American citizens and communities, if or when China decides the time has come to strike.”

Beijing denies the U.S.’s allegations of Chinese cyberattacks.

President Joe Biden met with Chinese leader Xi Jinping in Peru last weekend while they were in the South American country for the G20 Summit. The two leaders have found they can work together on topics where their interests align, such as stopping the flow of narcotics (particularly fentanyl), climate change, and artificial intelligence, despite their continued disagreements on several other issues.
