The plan originated from the city's Homeless Strategies and Solutions Department to combat the homeless crisis. The city has one of the highest homeless populations in the country.

The campsite, operated by the nonprofit organization Dreams for Change, is planned to be behind a fence in the city's Central Operations Yard, where it will maintain 136 tents for about 150 people.
The effort's goal is to move the homeless away from the downtown area of the California city.

San Diego plans to create a larger safe-sleeping site for 400 tents later this year near the Naval Medical Center, where meals and other services will be provided.
"Together, the Unsafe Camping Ordinance and the city’s new outdoor Safe Sleeping Sites will help break the cycle of homelessness for unsheltered San Diegans by providing quicker access to services and connections to housing," San Diego Councilman Stephen Whitburn said in a statement.
