Russian strikes hit a military educational facility in Poltava, Ukraine, killing more than 40 people and injuring more than 180 others, President Volodymyr Zelensky said on Tuesday.

Two ballistic missiles hit the facility, Zelensky said of the preliminary information available, which resulted in one of the deadliest attacks on Ukraine since Russia began its full-scale invasion back in February 2022. He noted that people were trapped under the rubble of the building and rescue operations were underway.

The Ukrainian leader said he had ordered “a full and prompt investigation” into what happened.

“We express our sincere condolences to the families of the victims,” the Ukrainian Ministry of Defense said in a statement. “This tragedy demonstrates the enemy’s insidiousness. They are ready to commit any crime to intimidate Ukrainians.”

Poltava Gov. Filip Pronin announced that three days of mourning will start on Wednesday.

“A great tragedy for Poltava region and entire Ukraine,” Pronin wrote on Telegram. “The enemy certainly must answer for all (its) crimes against humanity,” he said.

In the aftermath, Zelensky reiterated his frequent plea that Ukraine’s Western allies should lift any and all restrictions on how the country uses the weapons its allies provide. Many of Ukraine’s allies, including the United States, have decided not to allow Ukraine to use its weapons to hit military targets deep within Russia, only allowing the military to do so right over the border.

The strikes occurred as Russian President Vladimir Putin went to Mongolia. His visit is significant because Mongolia is a member of the International Criminal Court, which obligates the country to arrest Putin due to the ICC’s warrant against him for the war in Ukraine. Mongolia is disregarding its requirement under the Rome Statute.
