Russia launched an aerial attack targeting several Ukrainian cities overnight into Monday, marking the most significant air attack since the war began, according to Ukrainian leaders.

Ukrainian President Volodymyr Zelensky said the attacks featured more than 120 missiles and more than 100 drones, launched at targets in the Volyn, Lviv, Ivano-Frankivsk, Vinnytsia, Khmelnytskyi, and Ternopil regions. At least four people were killed, according to the Associated Press.

“Putin can only act within the limits the world sets for him,” he said. “Weakness and inadequate responses fuel terror. Every leader, every one of our partners, knows the decisive actions required to end this war justly. Ukraine cannot be constrained in its long-range capabilities when the terrorists face no such limitations.”

Fifteen regions in Ukraine were targeted, according to Ukrainian Foreign Minister Dmytro Kuleba. There was damage to Ukraine’s energy facilities, he said, and several blackouts were reported in various parts of Ukraine.

Prime Minister Denys Shmyhal said the “energy infrastructure has once again become the target of Russian terror.”

The strikes were carried out by long-range air- and sea-based precision weaponry, according to the Russian Ministry of Defense. It also acknowledged that “power substations” were targeted in Kyiv, Vinnytsia, Zhytomyr, Khmelnytskyi, Dnepropetrovsk, and other regions and that it also struck “compressor stations supporting operations of the Ukrainian gas transportation system.”

Following the strikes on Monday, Ukrainian leaders reiterated their pleas for their Western allies, the United States included, to lift the restrictions placed on how they use the weapons those allies have provided them with.

“Each of these strikes repeatedly reminds us of the critical need for long-range capabilities — to give our defense forces sufficient long-range weapons to destroy the terrorists precisely at the locations from which they launch their attacks,” Zelensky said.

Russian forces’ frequent targeting of Ukraine’s energy infrastructure has coincided with the lead-up to and during the winter seasons each year.

“We condemn in the strongest possible terms Russia’s continued war against Ukraine and its efforts to plunge Ukrainian people into darkness,” National Security Council spokesman John Kirby said Monday. “As the fall here sits upon us, and as winter approaches, as the president has said, Russia will never succeed in Ukraine, and the spirit of the Ukrainian people will never be broken.”
