Gov. Gavin Newsom (D-CA) is set to go on a weeklong diplomatic visit to China, aiming to foster climate cooperation while working to maintain bilateral engagements between the two nations.

Newsom will have multiple stops along the way, including Hong Kong, Shanghai, Beijing, and the provinces of Jiangsu and Guangdong, where he’ll focus on climate talks ranging from electric vehicle transitions, offshore wind power, conserving lands and oceans, and air pollution.

“California and China hold the keys to solving the climate crisis,” Newsom said in a statement on Wednesday. "As two of the world’s largest economies, our partnership is essential to delivering climate action for our communities and beyond.”

Newsom’s trip comes at a time of heightened tension between the U.S. and China, with the Biden administration recently placing limitations on American investments in certain advanced technology industries in China, citing national security concerns. According to Politico, Newsom administration officials said the governor would avoid comments on U.S. criticisms of forced technology transfers by China and human rights problems President Joe Biden has raised to Chinese President Xi Jinping.

California and China have long been in partnership to fight climate change and build a relationship, dating back to efforts from former California Gov. Arnold Schwarzenegger's administration and further expanding under former Gov. Jerry Brown, who is now chairman of UC Berkeley’s California-China Climate Institute.

In August, the California Democrat signed a memorandum of understanding with the Chinese province of Hainan that focuses on advancing clean energy and zero-emission vehicles in an effort to curb the global climate crisis. The agreement renews a prior version from the Brown-era partnership.

On his high-stakes trip, Newsom will be joined by his climate adviser, Lauren Sanchez, along with key members of environmental groups and state department officials.
