NextImg:Negotiations between North Korea and Russia for weapons 'actively advancing,' NSC says

Russia's attempts to secure a deal for weapons from North Korea for its war in Ukraine have "advanced," according to the National Security Council.

The United States uncovered that North Korea had provided Russia with infantry rockets and missiles late last year, and the administration remains concerned about the possibility it could happen again, given the negotiations.

"Now, under these potential deals, Russia would receive significant quantities and multiple types of initiatives from the DPRK, which the Russian military plans to use in Ukraine," National Security Council coordinator John Kirby told reporters on Wednesday. "These potential deals could also include the provision of raw materials that would assist Russia's defense industrial base."

Last month, Russian Defense Minister Sergei Shoigu traveled to North Korea, where he pursued such an agreement. Russian President Vladimir Putin and North Korean leader Kim Jong Un have since exchanged letters "pledging to increase their bilateral cooperation," Kirby added, though he noted the correspondences from Russia were more about persuading to agree to a deal and were more "surface level."

"Another group of Russian officials traveled to Pyongyang for follow-on discussions about potential arms deals between the DPRK and Russia," he continued. "Any arms deal between the DPRK and Russia would directly violate a number of [United Nations] Security Council resolutions. We're continuing to monitor this situation closely. And we urge the DPRK to cease its arms negotiations with Russia and abide by the public commitments that Pyongyang has made to not provide or sell" weapons to Russia.

The U.S. does not believe Russia would provide North Korea with food, which is a notion officials previously mentioned.

In late March, Kirby said: "We also understand that Russia is seeking to send a delegation to North Korea and that Russia is offering North Korea food in exchange for munitions." He announced in December 2022 that Russian private military contractor Wagner Group received infantry rockets and missiles from North Korea weeks earlier.
