


A Virginia mother is speaking out after a naked biological man was in the same locker room as her and her daughter because his self-proclaimed transgender identity was put “ahead of his sex offender status.”
Jen McDougal is speaking out against one of the five Virginia public school districts that is allegedly not abiding by President Donald Trump’s ban on biological men in women’s locker rooms. The Education Department is investigating all five districts for their adherence to the executive order.
Richard Kenneth Cox, 58, was naked in the locker room when McDougal entered following a swim lesson for her daughter last September. When she talked to staff at the aquatic center, she was told that Cox identified as transgender.
“They put his identity ahead of his sex offender status. They didn’t know it at the time, but he was entering community facilities all over the county for months, at the very least,” McDougal explained. “So, the identity theft, the assumption of an identity to gain access to the women’s locker room, it seems like a loophole to me that needs to be closed.”
Police visited the center over the matter in October, but no action was taken until December. Then, police confirmed Cox was a registered sex offender, so Cox was subsequently charged with indecent exposure and loitering near a school/daycare/park/playground as a sex offender.

“Additional signage was added in our aquatic centers, and guidance was provided to patrons about facility usage,” Arlington Public Schools Superintendent Francisco Duran said in a statement. “Arlington Public Schools will continue to foster an inclusive community for all, including those that identify as members of the LGBTQ+ community.”
Trump also signed an executive order banning transgender athletes from women’s sports, which is being openly defied by California schools.
