House Democrats overwhelmingly voted in favor of a Republican-led resolution to affirm congressional support for Israel, surviving an effort from GOP lawmakers to expose intraparty divisions on the issue.

The concurrent resolution passed through a 412-9 vote on Tuesday with the support of 195 Democrats and all Republicans. Only nine Democrats voted against the measure, including Reps. Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), Cori Bush (D-MO), Rashida Tlaib (D-MI), and Ilhan Omar (D-MN) — the same group of members who have vowed to boycott Israeli President Isaac Herzog’s address to Congress later this week.

The resolution comes in direct response to comments made during a panel discussion with the progressive Netroots Nation over the weekend, during which Rep. Pramila Jayapal (D-WA) emphasized their shared goal of “fighting to make it clear that Israel is a racist state.” The statement elicited immediate backlash from Republicans and Democrats alike, prompting Jayapal to later retract the statement.

Although Jayapal voted in favor of the resolution, Republicans are sure to use her comments to attack the Washington Democrat — especially as GOP leadership has already called on the party to remove her from her leadership position in the Progressive Caucus. Those attacks could extend to vulnerable incumbents in the caucus, with Republicans likely seeking to tie progressives to her statements as they run for reelection.

House Democratic leaders voted in favor of the resolution, including Minority Leader Hakeem Jeffries (D-NY), Minority Whip Katherine Clark (D-MA), and Democratic Caucus Chairman Pete Aguilar (D-CA). Their support comes days after the group issued a rare statement on Sunday night rebuking Jayapal’s comments, reaffirming their commitment to ensure “support for Israel in the Congress remains strongly bipartisan."

The vote on the resolution is scheduled just one day before Herzog is scheduled to address Congress in a joint session on Wednesday, an event that has already caused a rift among liberal Democrats, some of whom say they will skip the event. Democratic leaders have brushed off concerns about the planned boycott, noting a majority of the caucus will be in attendance.

“I look forward to welcoming [Herzog] with open arms when he comes to speak before Congress,” Jeffries told reporters on Friday. “Individual members make individual decisions, but I can tell you that I expect there will be an incredibly robust turnout and participation amongst House Democrats on Wednesday.”
