Rep. Mike Gallagher (R-WI) may give House Speaker Mike Johnson (R-LA) a much-needed boost in support for his foreign aid package, as the Wisconsin congressman is weighing delaying his retirement so he can stay for a vote on the plan this weekend.

A spokesperson for Gallagher, whose early retirement from Congress is set for Friday, confirmed to the Washington Examiner that the congressman has “flexibility to stay and support the aid package on Saturday.”

Johnson announced to members that bill text for his four-pronged foreign aid package would drop sometime on Wednesday, setting up votes for Saturday evening. With Gallagher’s intended departure, Johnson would have seen his majority narrow to 217-213, meaning he could only lose one GOP vote without any help from Democrats on any given measure to pass legislation.

However, gaining back Gallagher’s vote —which is likely given the Wisconsin Republican’s TikTok bill will be wrapped into the fourth bill — will be advantageous to Johnson as he tries to persuade his conference to pass foreign aid to United States allies like Israel and Ukraine.

The speaker’s plan already hangs by a thread, as several members like Reps. Chip Roy (R-TX) and Bob Good (R-VA) have already come out against the procedural rule to advance the package to the floor and are also objecting to the package itself. If Democrats do not help the bill across, Johnson could see his plan unravel before his eyes.

The package includes three aid bills to Israel, Taiwan and the Indo-Pacific, and Ukraine, as well as a fourth bill including the REPO Act, Gallagher’s TikTok bill, and other sanctions and measures. A fifth bill, separate from the package, will be a border security bill that will come up under its own rule vote.
