House Speaker Kevin McCarthy (R-CA) told FBI Director Christopher Wray that it is within Congress’s constitutional role to provide oversight of the bureau.
McCarthy said Wray will be held in contempt of Congress if he does not provide to the entire House Oversight Committee the subpoenaed Biden documents alleging a “criminal scheme” involving President Joe Biden and an unnamed “foreign national.”

“Congress has the constitutional right to oversee and to hold this government accountable. We are lone the voice of the people, and we have a right to see it,” McCarthy said on Jesse Watters Primetime. “Look, the FBI now says there’s an ongoing investigation. I wonder why there wasn’t an investigation before. They also said they need to protect the individual. I understand that. I see documents that way all the time — redact whatever you need to protect the individual, but show us the document and everybody on Oversight.”
McCarthy said it was not enough that Wray has allowed House Oversight Committee Chairman James Comer (R-KY) and ranking member Jamie Raskin (D-MD) to see the FD-1023 form.
“That does not meet the criteria,” McCarthy said. “Every single person on the Oversight Committee, they have responsibility — not just two people. Republicans and Democrats — all of them have a right to see it. That is their job. That is the role of that committee. And we have constitutional authority over the FBI.”
“They don’t get to tell us yes or no about this process. So, if he will not follow through on his job, being the lawmaker or the individual, the top cop in society, he should have to follow through on the responsibilities that he has,” McCarthy said of Wray.

McCarthy ensured that if Wray doesn’t produce the document to the committee by Thursday, the House Oversight Committee will bring contempt charges against him and move those charges to the House floor next week.
On Monday, the White House continued to dismiss the House Oversight Committee’s investigation, calling it a “fact-free stunt.”
