Sen. Roger Marshall (R-KS) claimed his experience negotiating the Big Beautiful Bill Act leads him to believe it will take “two or three” pieces of legislation to cut government spending further.
While Marshall expressed confidence that the Senate would pass the legislation on mandatory spending on Fox Business’s Mornings with Maria Bartiromo on Tuesday, he claimed a rescission package would need a different approach. President Donald Trump promised the majority of the spending policies would come through “one big, beautiful bill,” giving the legislation its name.

“We’re not done, Maria. We will need to come back and do more rescissions and take a second and third bite of this apple. Let’s get the one big, beautiful bill across the finish line, then let’s come back and get a second and third bite,” Marshall said.
“I think if we get back towards a $6.3 trillion budget, that we can have this balanced in four years. It’s not going to happen overnight. We turn this big ship too quickly, we’re going to jump people off,” Marshall said.

The Big Beautiful Bill Act centers on mandatory government spending. These potential rescission packages would cut discretionary spending. Director of the Office of Management and Budget Russell Vought predicted they would include cuts to National Public Radio and Public Broadcasting Service grants.
Vought also agreed with Marshall, telling reporters Monday following a meeting with House Speaker Mike Johnson (R-LA) that further spending cuts would come across more than one bill.
