A Palestinian man living in Gaza reportedly told the Israel Defense Forces that the United Nations Relief and Works Agency, which provides humanitarian aid to the area, is controlled by Hamas.

The man told an IDF official that Hamas terrorists manage the UNRWA and have done so since they took power in Gaza, according to an audio recording of a phone call obtained by the New York Post.

“The situation is terrible because the humanitarian people, those responsible for the humanitarian aid, are thieves,” the man said in the recording, per the outlet. “Hamas has their hands on UNRWA administration workers, and it manages UNRWA. From the day they [Hamas] rose to power they took control of everything.”

An IDF spokesperson told the Washington Examiner that as part of its operations in Gaza, it calls residents living in the area and confirmed the phone call of a Gazan man testifying about what he has seen between the UNRWA and Hamas.

"The IDF is operating to dismantle the Hamas terror organization. As part of these efforts, the IDF communicates with the Gazan population in a variety of ways, including conducting live phone calls with civilians, encouraging them to evacuate. The case in question is a recording of a phone call during which a Gazan civilian testified to what he had witnessed regarding the connection between UNRWA and Hamas," the statement said.

The UNRWA has faced accusations of aiding terrorist groups bringing rockets into Gaza, along with claims from a watchdog that those working for the U.N. agency "celebrated and justified" the terrorist attacks by Hamas on Israel in October, which sparked the conflict between Israel and Hamas.

When Thomas White, director of UNRWA affairs, was confronted with some of these accusations on CNN earlier this month, he opted to discuss how the group had brought flour into Gaza for residents in the area.

“Look, our trucks are not bringing in rockets,” White said on CNN. "Our trucks are bringing in wheat flour. They’re bringing in supplies that help families eke out a very basic existence. We have a very clear system of accountability. Every bag of flour that is provided is cross-referenced against people’s national identity number."

The UNRWA did not respond to the Washington Examiner's request for comment on the claim made in the phone call.
