


House lawmakers on Wednesday voted to end an Environmental Protection Agency rule that imposes and collects an annual methane emission fee on oil and natural gas facilities.
The House voted 220-206 to pass a resolution offered by Rep. August Pfluger (R-TX) to slash the EPA’s “Waste Emissions Charge for Petroleum and Natural Gas Systems” rule that imposes a fee on methane emissions from oil and natural gas facilities that emit methane exceeding a certain threshold.
The regulation was implemented as part of former President Joe Biden’s Inflation Reduction Act, which Democrats passed in 2022 and includes major provisions to boost clean energy. Republicans argued that the fee would result in producers passing the cost on to consumers and raise prices at the gas pump.
Pfluger introduced the bill through the Congressional Review Act, a special legislative process to bypass the filibuster and allow a simple majority vote in the House and Senate to cancel agency regulations. Republicans hope to use this specific legislative process to undo many of Biden’s energy and climate regulations.

“Biden’s burdensome natural gas tax has handicapped technological innovation, reduced supplies of affordable energy, and increased both costs and emissions,” Pfluger said in a press release. “With President Trump back in office, it is time to restore American energy dominance – which is why I am proud to lead this CRA to rescind this ill-conceived natural gas tax.”
The EPA’s methane emission fee rule was part of a list House Majority Leader Steve Scalise (R-LA) released last week outlining the regulations Republicans will look to slash through the CRA.
