A senior Hamas official said the current peace proposal on the table, outlined by President Donald Trump in a news conference on Monday, favored the Israelis.

“What was said at the press conference leans toward the Israeli perspective; it is close to what [Israeli Prime Minister Benjamin] Netanyahu insists on in order to continue the war,” senior Hamas official Mahmoud Mardawi told Al Jazeera, according to the Times of Israel.

The president’s comprehensive strategy for how to end the war and work toward Gaza reconstruction has many facets, ranging from the release of Israeli hostages and Palestinians in Israeli detention to the establishment of an international security force.

Should both sides agree to the proposal put forth by the Trump administration, the war would end “immediately,” and “within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.”

Israel would subsequently release 250 Palestinians serving life sentences and another 1,700 Palestinians who were detained after Hamas’s Oct. 7, 2023, attack in Israel. It would also release the remains of 15 Palestinians for every slain Israeli hostage’s body.

The deal would allow for Hamas militants “who commit to peaceful co-existence and to decommission their weapons” to request amnesty, while others who want to leave the enclave “will be provided safe passage to receiving countries.”

It also calls for a “temporary transitional” government consisting of a “technocratic, apolitical Palestinian committee,” which would be “responsible for delivering the day-to-day running of public services and municipalities for the people of Gaza.”

Trump would oversee this body, called the “Board of Peace,” and former U.K. Prime Minister Tony Blair would also be involved.

Hamas and other militant factions would not be allowed to participate in the future governance of Gaza, and their terrorist infrastructure would be destroyed under this deal, though this idea has long been a sticking point for the group.

Netanyahu warned on Monday, during the presser with Trump, that the war would continue if Hamas rejects the deal, and Trump backed that mentality.

“If Hamas rejects your plan, Mr. President, or if they supposedly accept it and then, then basically do everything to counter it, then Israel will finish the job by itself. This can be done the easy way or it can be done the hard way, but it will be done,” the Israeli leader said.

Trump said Israel would “have our full backing to do what you would have to do,” if Hamas rejects the current proposal.

The proposal also specifically declares that Israel will not annex or occupy Gaza, nor will Palestinians be forced to leave Gaza. There are members of Netanyahu’s governing coalition who want Israel to retake Gaza, though he has downplayed such ideas previously.

The United States and international partners would also create a temporary International Stabilization Force, which would deploy to Gaza immediately to help set up the long-term security infrastructure for the enclave.

Language in Trump’s plan also states that even if Hamas does not agree to the deal or delays its implementation, Israel’s military will still hand over “terror-free areas” to the ISF, though it’s unclear how this would play out due to the risks an uncooperative Hamas poses to that personnel.
