Sen. Lindsey Graham (R-SC) called Special Counsel John Durham's report "damning" and said it was an illustration of the FBI's politicization.
“It shows the FBI became a political weapon. They wanted to get Trump. They didn’t care how they did it," Graham told John Catsimatidis's Cats Roundtable. “They took the rule of law and threw it over to try to get a political outcome.”

Durham's inquiry, which began in 2019, examined how the bureau handled its investigation into potential links between former President Donald Trump and Russia, known as Crossfire Hurricane.
The impetus for that inquiry was allegations from Australian diplomats that campaign operative George Papadopoulos suggested Russia might have damaging material on Hillary Clinton.
Eventually, the bureau leaned on the controversial "Steele dossier," which derived in part from political opposition research funding and alleged collusion between Trump and Russia, to obtain a FISA warrant to target former Trump campaign associate Carter Page.
"What did we learn from the Durham report? We learned that the FBI received a dossier called the Steel Dossier that was organized by two Russian agents [and] was full of fiction that was used to get a warrant against Carter Page. When the FBI was alerted that it may not be reliable, they went ahead anyway," Graham added.
Durham's report concluded that the "FBI failed to uphold their important mission of strict fidelity to the law" with respect to the Russia inquiry and dinged the bureau for not reflecting on it whether "was being manipulated for political or other purposes" during the inquiry.

Graham quipped that he has "no friggin’ idea" idea why Durham took so long to wrap up his report. Another report from Justice Department Inspector General Michael Horowitz in 2019 yielded no evidence of political bias tainting the start of the investigation, but highlighted issues with the application of a FISA warrant.
Some Republicans, such as House Judiciary Chairman Jim Jordan (R-OH), have proposed Congress limit funding to the FBI in light of the Durham report revelations and other conservative grievances.
