A disciplinary committee for the D.C. Bar Association recommended that former New York City Mayor Rudy Giuliani be disbarred due to his "destructive" activity around the 2020 election.

In a 40-page decision, the committee for the District of Columbia Board on Professional Responsibility ruled that Giuliani had inflicted severe damage against the justice system by pursuing "frivolous" and "destructive" lawsuits during the 2020 election. Giuliani had led legal efforts from President Donald Trump to prove his accusations of election fraud, but judges found no merit to his findings.

“He claimed massive election fraud but had no evidence of it,” the three-member panel declared. “By prosecuting that destructive case Mr. Giuliani, a sworn officer of the Court, forfeited his right to practice law.”

"His frivolous claims impacted not only the court and parties involved but threatened irreparable harm to the entire nation," it continued.

The ruling sorrowfully recollected Giuliani's past accomplishments but argued that his 2020 conduct had eclipsed all of them.

"We have considered in mitigation Mr. Giuliani’s conduct following the September 11 attacks as well as his prior service in the Justice Department and as Mayor of New York City," it read. "But all of that happened long ago. The misconduct here sadly transcends all his past accomplishments. It was unparalleled in its destructive purpose and effect. He sought to disrupt a presidential election and persists in his refusal to acknowledge the wrong he has done. For these reasons, we unanimously recommend that Mr. Giuliani be disbarred."

Giuliani has argued that his efforts were rushed due to the narrow time frame allotted for election challenges in 2020 and that the statements of members of the panel were personal attacks.

“It is a typical, unethical, cheap attack,” he said in December.

Giuliani is expected to appeal the case, which will then be decided by the D.C. Court of Appeals.
