NextImg:Chicago Mayor Johnson casts tiebreaking vote against censure of disgraced ally in City Council

Chicago Mayor Brandon Johnson cast the tiebreaking vote against the censure of Carlos Ramirez-Rosa, the 35th Ward Chicago City Council alderman, after a confrontation with 27th Alderwoman Emma Mitts.

The council was split 24-24 on whether to punish Ramirez-Rosa before the Democratic mayor’s vote.

Ramirez-Rosa, the mayor's floor leader, announced on Monday he was stepping down from his leadership role following an incident last week during a regular City Council meeting when Ramirez-Rosa used his body to block Mitts from entering the chambers minutes before a procedural vote on the proposal regarding Chicago's sanctuary city status.

Ramirez-Rosa was opposed to putting the city’s sanctuary status, which has been in place for over three decades, as a referendum on the ballot next March.

Ald. Raymond Lopez accused Ramirez-Rosa of trying to “physically block her” from entering the chamber. Five Latino aldermen, including Lopez, issued a statement over the weekend, calling on Johnson to demand Ramirez-Rosa resign as floor leader and as City Council Zoning Committee chairman. The Chicago Aldermanic Black Caucus also called for Ramirez-Rosa's resignation from both leadership roles.

Mitts voted against the censure measure and gave her first remarks on the incident Tuesday evening, which she said left her shaking.

“Thank you, you did apologize this morning to me, the first time we talked," she said to Ramirez-Rosa, according to ABC 7, telling him that “actions always speak louder than words.”

Ramirez-Rosa issued an apology to Mitts and his colleagues on the floor Tuesday, and he gave her a hug prior to the meeting.

“I sincerely apologize to you, my colleague Emma Mitts, for the disrespectful interaction we had outside council chambers and for my overzealous attempts throughout the day, for my attempts to convince you not to be part of the quorum,” Ramirez-Rosa said.

In a statement Tuesday, the Black Caucus said that it stands "firm in our condemnation of Alderman Ramirez-Rosa's actions of bullying, physical and verbal harassment against Alderwoman Mitts.”

"While this unfortunate event was disheartening and unwarranted, it should serve as a teaching moment for the entire Chicago City council in that decorum, respect, and the ability to professionally agree to disagree should be at the forefront of how we approach our duties and responsibilities as public servants," the caucus said.
