Canadian Prime Minister Mark Carney announced Wednesday that Canada will recognize a Palestinian state in September, following several other countries’ decisions to do so.

Canada joins France and the United Kingdom’s decisions to recognize Palestinian statehood now or in the near future.

“Canada intends to recognize the state of Palestine at the 80th General Assembly of the United Nations,” Carney said. “We intend to do so because the Palestinian Authority has committed to leading much-needed reform.”

Carney said he received assurances from the Palestinian Authority’s President Mahmoud Abbas that his administration will hold elections in 2026 and Hamas will “play no part.”

“(Abbas) has also committed to not militarizing the state of Palestine,” Carney added.

Canada’s move to recognize Palestinian statehood is an action against Israel, as many criticize the country over claims of intentional starvation of the Palestinians and alleged war crimes.

Starvation has been an issue facing Israel. President Donald Trump previously disagreed with Israeli Prime Minister Benjamin Netanyahu when he said there was no starvation in Gaza. Trump said the children “look very hungry” there and said there was “real starvation” in Gaza.

Canada’s support of a two-state solution is not new. However, the United States’s stance is more complicated.

While the first Trump administration sounded friendly to the idea of a two-state solution with Israelis and Palestinians, the second has changed its tune. The U.S. is not participating in the United Nations’s two-state solution conference, and a State Department spokesperson called it a “publicity stunt.”

Trump suggested in December 2024 that he wasn’t committed to a two-state solution.

“I want a long-lasting peace. I’m not saying that’s a very likely scenario … I want a peace where we don’t have an October 7 in another three years. You can do it two-state, but there are numerous ways it can be done. I’d like to see everybody be happy,” he told Time then.

Carney, who replaced former Canadian Prime Minister Justin Trudeau in March, believes the two-state solution is necessary for peace.

“Canada will always steadfastly support Israel’s existence as an independent state in the Middle East, living in peace and security,” Carney said. “Any path to lasting peace for Israel also requires a viable and stable Palestinian state and one that recognizes Israel’s inalienable right to security.”

The top Canadian politician’s decision comes after he spoke with British Prime Minister Keir Starmer on Tuesday about Gaza.

Though a two-state solution could be possible in the future, the war in Gaza continues. Hamas and Israel have been unable to reach a permanent ceasefire as the conflict approaches its second anniversary in October.
