NextImg:California reparations plan calls for ending child support debt


California's Reparations Task Force called on the state legislature to cancel child support debt for black residents.

In its nearly 1,100-page report released last week, the group suggested eliminating interest on past-due child support and back debt on the payments.

The report claims these laws are "discriminatory" and have "torn African American families apart."

"One effect of these longstanding harms is the disproportionate amount of African Americans who are burdened with child support debt," the report says, adding that while black people make up less than 7% of the Golden State's population, 18% of child support debtors are black parents.

The plan would eliminate the debt and only require black child support payers to provide the principal.

California charges a 10% interest on child support debt, which is 3.5 times more than the national average, according to the report.

"A disproportionate number of African American parents are saddled with crushing debt that hinders their ability to attend school or job training, maintain housing, and find employment if their professional licenses and/or driver’s licenses have been suspended because of the failure to pay child support debt," it claims.

According to a 2003 study cited by the report, 27% of all child support in the state was unpaid interest.

The task force took two years to develop the report, which is now being reviewed by the state legislature, which will determine which recommendations to approve or deny.

Another item in the recommendation is for the state of California to offer a "formal apology ... for the perpetration of gross human rights violations and crimes against humanity on African slaves and their descendants."

Gov. Gavin Newsom (D-CA) signed the bill to create the task force in 2020.
