Rep. Blake Moore (R-UT) fell asleep for a moment during an all-night meeting to pass the House Republicans’ tax legislation.
The House Ways and Means Committee gathered from Tuesday afternoon into early Wednesday morning before voting 26-19 to approve a $3.8 trillion tax cut over the next 10 years. Just before 5 a.m., the committee was gearing up to vote when Moore slumped in his chair with his eyes closed and head tilted to one side.

All the attention turned to Moore during a vote on a markup of the bill, which Republicans voted against. As Moore’s name was called for his vote, he continued to sleep and did not indicate his vote. After his name was called twice, Rep. Michelle Fischbach (R-MN) nudged Moore awake. Laughter erupted in the chamber as Moore jokingly bowed.
“Our tax bill will deliver real results for Utahns and Americans across the nation,” Moore said of the vote hours before it took place. “Today we will advance policies that prevent a major tax hike on hardworking Americans, provide financial relief for families and parents, put American workers first, fuel economic growth, make American companies more competitive, and lower taxes for our farmers. And most importantly, we are making the Tax Cuts and Jobs Act permanent to keep taxes low for our families, workers, and businesses.”

The legislation largely renews the 2017 Tax Cuts and Jobs Act, which contained provisions that were about to expire. At the time, it was the biggest change in tax policy, with this latest act also making record changes. It eliminates taxes on tips and overtime and increases the maximum state and local tax deductions.
Next, it will head to the House for a vote, where the Republican members hold a slim majority.
