The White House announced Monday that President Joe Biden will veto a bill that seeks to roll back some of Biden's executive action to curtail gun violence.

Biden's Bureau of Alcohol, Tobacco, and Firearms issued a final rule in January of this year declaring any pistol bearing stabilizing braces or other accessories as short barreled rifles, which require a federal license to own.

Reps. Andrew Clyde (R-GA) and Richard Hudson (R-NC) first introduced a resolution in March that would overturn Biden's rule. House Republicans have claimed that the Biden rule would subject firearm owners to fines of $10,000 and 10 years in jail if they do not turn over firearms to the ATF.

"The Biden Administration has unleashed unelected bureaucrats in the ATF to criminalize firearm ownership for millions of Americans. This is an unconstitutional assault on the Second Amendment and another example of President Biden’s weaponization of the federal government against hard-working American families," House Majority Leader Steve Scalise (R-LA) said of the bill in June. "Americans are already seeing this administration attempt to wrap red tape around every aspect of their daily lives, from the cars they drive to the stoves they use. This attempt to penalize firearm ownership is just another example of radical executive overreach. What unalienable rights will the federal government target next?"

The bill is not likely to pass the Democrat-controlled Senate, but the White House Office of Management and Budget said in a Statement of Administration Policy that Biden will veto the bill if it does reach his desk.

"The Administration strongly opposes H.J. Res. 44, Disapproving the U.S. Department of Justice Bureau of Alcohol, Tobacco, Firearms and Explosives rule relating to "Factoring Criteria for Firearms with Attached 'Stabilizing Braces'". For decades, Federal law has placed stricter regulations on certain types of firearms, including short-barreled rifles," OMB wrote. "The rationale is clear: short-barreled rifles are more concealable than long guns, yet more dangerous and accurate at a distance than traditional pistols. For these reasons, they are particularly lethal, which is why Congress has deemed them to be dangerous and unusual weapons subject to strict regulation since 1934."

"Recently, however, the gun industry has circumvented this longstanding law by manufacturing and selling so-called 'stabilizing braces' that convert heavy pistols into short-barreled rifles. As a result of this industry innovation, in the past few years we have witnessed mass shooters – including those in Dayton, Ohio, and Boulder, Colorado – use these 'brace' devices on heavy pistols in order to inflict mass carnage," the statement continues.
