President Joe Biden denounced on Monday the deaths of more than two dozen transgender people who were killed in the United States this year.

The Human Rights Campaign estimates that 26 transgender people were the victims of violence in 2023, though some estimates put that number above 300.

"While each one of these deaths is a tragedy — the true toll of those victimized is likely even higher, with the majority of those targeted being women of color," the president said in a statement marking this year's Transgender Day of Remembrance. "It's unacceptable, and it's why my Administration has taken action to strengthen the rights, and protect the safety of transgender and all LGBTQI+ Americans."

Biden noted that his administration ended a ban on transgender people serving openly in the military and launched a program to provide safety resources to the LGBT community.

Biden's statement comes as Republican-led states have placed limits on gender surgeries and other care. More than 100 so-called "anti-trans" bills have been introduced in state legislatures in 2023, according to the American Civil Liberties Union.

In response to the state legislative push, Biden issued an executive order in 2022 to expand access to transgender care and curb funding for the practice of "conversion therapy."

"We must never be silent in the face of hate," Biden said. "As we mourn the loss of transgender Americans taken too soon this year, we must also recommit ourselves to never stop fighting until all Americans can live free from discrimination."
