NextImg:Additional Ukraine aid must include transparency and accountability

Despite what Democrats try to portray, it is possible to support Ukraine and expect proper transparency and accountability over U.S. tax dollars. House Republicans have been clear: in addition to making sure our own border is secure, taxpayers deserve to know how their money has been spent in Ukraine. They also deserve to be assured that any future funding is accompanied by a clear military strategy, a thorough plan for how to end the conflict, and a meticulous accounting of how their hard-earned dollars are being spent.

On Oct. 30, we sent a letter to Office of Management and Budget Director Shalanda Young, on behalf of the House Budget Committee, requesting a full budgetary accounting of taxpayer funds sent to Ukraine. A month later and nearly two weeks after our deadline, we have yet to receive a response.

This unaccountable spending comes as America’s debt is about to cross the $34 trillion mark. In just four years, the interest on said debt alone will cost more than the entirety of what we spend on our national defense. Unchecked spending robs generations of people from prosperity and jeopardizes America’s standing around the world.

The Biden administration can no longer ignore the concerns held by the Republican conference and the public or paint these concerns as opposition to supporting our ally Ukraine against our enemy Vladimir Putin.

Most people want to help the Ukrainian people in their fight for freedom and independence and understand that it is in the best interest of the United States and the free world for Ukraine to prevail over Vladimir Putin’s despotic vision to reunite the Soviet Union. Allowing a Russian victory would pose a threat to America’s global leadership, in addition to the very principles of liberty and Western democracy around the world. The world is a safer place when freedom prevails.

However, most people are incensed that President Joe Biden continues to propose billions of dollars to Ukraine with little to no accountability or transparency on how and where that money is being spent.

It has now been more than 20 months since Russia invaded Ukraine. In that time, Congress has provided $114 billion in supplemental appropriations — not including potentially billions in additional repurposed, transferred, and reprogrammed funds — and yet we are no closer to getting a full accounting of funds spent or the Biden administration’s endgame. Without a clear path forward, we cannot, and should not, allow this money to continually flow with no accountability or transparency.

In the aftermath of Ukrainian President Volodymyr Zelensky’s meeting with House Speaker Mike Johnson (R-LA), House Republicans’ stance on this is as clear as ever: Before this Congress can consider any additional Ukraine assistance, the White House must propose a clear strategy in Ukraine, present a path forward to win the conflict, and implement a plan to ensure our money is being used effectively and appropriately.

We agree with OMB Director Young — there is no “magical pot of funding” for Ukraine or any other priority, which is why we must thoughtfully determine how we spend taxpayer dollars and act as good fiduciaries.

Again, supporting Ukraine and demanding fiscally responsible aid are not mutually exclusive. We are past the point where the White House sending letters to Congress requesting funding for Ukraine suffices. Young must answer these questions — not only to us, but also to the hardworking taxpayers of this country.

The people of Ukraine, our allies who rely on America’s strength and global leadership, and Americans — both those currently paying taxes and future generations who will inherit the fiscal situation we create today — all stand to benefit from detailed accounting of aid to Ukraine, a cogent military strategy, and path forward to conflict resolution.

It’s time the White House does its part.
