Russia launched an overnight drone attack on a Ukrainian Black Sea port hours after partially agreeing to a maritime ceasefire.
The Trump administration reached separate deals on Tuesday with Ukraine and Russia to pause attacks on ships in the Black Sea and energy targets, but it is still unclear when and how the truce will be implemented.
The mayor of Mykolaiv, a major port in southern Ukraine, said there were emergency power outages in the city after the strike.
Moscow also accused Kyiv of breaking the tentative agreement, claiming it shot down two Ukrainian drones over the Black Sea, but it was not clear what the targets were.
Volodymyr Zelensky said last night the Black Sea ceasefire would come into effect “immediately”, but the Kremlin said it would be conditional on lifting sanctions. The Ukrainian leader called it the latest example of Putin’s “manipulation” tactics.
Russian drones also targeted the central Ukrainian city of Kryvyi Rih, Mr Zelensky’s hometown, in what officials called the war’s biggest attack on the city causing “massive destruction”.
“Apparently, this is how the occupiers ‘want peace’,” Oleksandr Vilkul, the head of the city’s military administration said.
