In 2022, Decarlos Brown Jr was arrested for assaulting his own sister after being released from prison.
The 35-year-old has a lengthy rap sheet for violent crimes, was diagnosed with schizophrenia, and had even been kicked out of his house by his own mother, who told a local news station he should not have been free to roam the streets.
Yet on Aug 22, Brown was able to board the same train carriage as 23-year-old Ukrainian refugee, Iryna Zarutska. Within five minutes, she was dead.
Zarutska, who had come to America to flee the war in Ukraine, had hoped to become a veterinary assistant and was remembered by her family as a gifted artist with a passion for animals.
