‘Nothing off limits’ as Xi Jinping to travel to California for Joe Biden high-stakes summit

Xi Jinping will travel to California next week to meet Joe Biden in a high-stakes summit where “nothing will be off limits”.

The Chinese president’s upcoming visit to the US will mark the second time the two men have met since Mr Biden took office.

US officials hope the meeting could help stabilise the Sino-American relationship at a time when it is considered to be at its lowest ebb for many years.

Leaders haven’t met since G20 

The leaders have not met since the G20 summit in Bali, Indonesia.

The past year has put a strain on the relationship between the two superpowers, including a particularly sour fallout after a Chinese spy balloon was shot down by an American fighter jet off the coast of South Carolina in February.

Tensions have also risen over restrictions on US technology exports to China.

But next week Mr Biden, 80, does not plan to shy away from tense issues including the Israel-Hamas war, Russia’s invasion of Ukraine, North Korea’s ties with Russia, Taiwan, human rights, fentanyl and artificial intelligence, senior Biden administration officials said.

“Nothing will be held back, everything is on the table,” said one US official.

“We’re clear-eyed about this. We know efforts to shape or reform China over several decades have failed. But we expect China to be around and to be a major player on the world stage for the rest of our lifetimes.”

Mr Biden plans to ‘present’ Mr Xi with ‘clarity’ 

During the discussion, Mr Biden plans to “present” Mr Xi with “clarity” that the US expects Beijing not to interfere in the Taiwan elections next year, as well as warn China not to interfere with November 2024, according to the New York Times. 

The pair will meet at the Asia-Pacific Economic Cooperation (APEC) summit in the San Francisco Bay area on 15 November. Their meeting could last hours and involve teams of officials from Beijing and Washington.

The White House confirmed the day of the meeting in a statement on Friday. The Chinese foreign ministry said on Friday that Mr Xi would visit the United States November 14-17, attend the APEC summit and meet with Mr Biden.

Both sides may make modest gestures of goodwill to ease talks, according to two other people briefed on the discussions.

But deep progress will be hard. Both countries increasingly regard themselves as locked in a direct competition to secure a military edge, corner the 21st-century economy and win the affections of second-tier countries, US and Chinese officials say.
