Inside the British peace plan upending decades of Western unity on Palestine

European and Arab states have rallied behind a British blueprint to revive the Middle East peace process, a move likely to formalise one of the most significant rifts in the transatlantic alliance for decades.

An eight-point “framework for peace” drafted by the Foreign Office – details of which have been disclosed to The Telegraph – is intended as a last-ditch effort to keep the two-state solution alive, despite fierce opposition from Israel and the United States.

The plan, months in the making, will be unveiled at the United Nations General Assembly on Monday, just days after Britain courted Donald Trump with the pomp and pageantry of a state visit. Britain and France will now risk his ire by leading a breakaway bloc of Western allies in recognising Palestinian statehood.

The new framework calls for a post-ceasefire Gaza to be run by a “transitional administrative committee”, nominally answerable to the Palestinian Authority (PA) in the West Bank and temporarily backed by a UN-mandated stabilisation force.

The document also emphasised a pledge by Mahmoud Abbas, the 89-year-old president of the PA, to hold elections within a year.

European leaders hope fresh polls will end his unpopular 20-year rule. Sceptics note he has broken similar promises before.
