NextImg:Senate makes deal to vote on stalled defense policy bill

The Senate could pass its annual defense policy bill as soon as Thursday after the legislation was stalled for more than a month.

Senate Armed Services Committee Chair Roger Wicker (R-Miss.) secured an agreement to vote on 17 stand-alone amendments, a manager’s package of nearly 50 less controversial amendments, and final passage for the National Defense Authorization Act (NDAA). Party leaders are still to determine when that vote would take place. 

“We’ve got about 18 amendment votes that we could start today and finish today,” Majority Leader John Thune (R-S.D.) told reporters Thursday. 

The deal revives efforts to secure passage of the NDAA, which came to the Senate floor in early September but has seen little movement since. Action on the bill was stalled as all 100 senators must agree to hold votes on amendments, with several sticking points causing a handful of lawmakers to halt the process. 

Speaking on the Senate floor, Wicker warned that if the must-pass legislation was not brought “to the floor today, this matter will not have time for deliberation on the Senate floor.”

Among the issues that were resolved was a roadblock posed by Sen. Maria Cantwell (D-Wash.), who stalled the NDAA over a bipartisan proposal to scrutinize U.S. investments in China. She reportedly agreed to allow the bill to advance after receiving assurances that senators would address concerns raised by Microsoft, one of her state’s biggest employers, over the amendment.

Another dropped effort was Sen. Ruben Gallego’s (D-Ariz.) insistence that senators vote on his amendment to label Air Force veteran Ashli Babbitt — who was shot and killed by police while attempting to enter a restricted area of the Capitol during the Jan. 6, 2021, insurrection — ineligible for military funeral honors, Politico reported.

The 17 stand-alone votes, meanwhile, include issues important to Democrats such as a proposal to repeal the 2002 Iraq War authorization, an amendment on National Guard deployments and their role in assisting law enforcement, and a proposal to block funding for President Trump to retrofit a luxury jet gifted to the commander in chief by Qatar for use as Air Force One. 

The Senate requires a 60-vote majority to adopt any amendments and to pass the overall NDAA, after which leaders of the House and Senate Armed Services panels will negotiate a compromise defense bill, aimed for by Thanksgiving.
