President Biden spurred criticism and praise on Monday with his decision to commute all but three prisoners currently on federal death row. 

Sen. Tom Cotton (R-Ark.) called the move “politically convenient,” since Biden left three of the most infamous criminals off the list: Robert D. Bowers, the Tree of Life Synagogue shooter; Dylann Roof, who opened fire on a church in Charleston, S.C.; and Dzhokhar Tsarnaev, the surviving Boston Marathon bomber. 

As lawmakers headed home for the holidays after a last-minute spending deal on Friday, the Ethics Committee on Monday morning released its highly anticipated report into former Rep. Matt Gaetz (R-Fla.).

The panel found “substantial evidence” of violations related to “prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress.”
