NextImg:House GOP leaders rally their members ahead of expected shutdown

House Republican leaders rallied their members ahead of a government shutdown deadline this week, telling members in a Monday conference call to stay unified as Republicans aim to jam Senate Democrats into accepting a “clean” short-term continuing resolution to keep the government funded.

Multiple sources on the call told The Hill that the expectation, unless there is some last-minute breakthrough at a White House meeting, is that there will be a government shutdown starting Wednesday.

The call came with GOP lawmakers scattered across the country after Speaker Mike Johnson (R-La.) canceled previously scheduled voting days on Monday and Tuesday. The House is still not scheduled to return until next week, even as a shutdown looms.

Republicans hope Senate Minority Leader Chuck Schumer (D-N.Y.) will fold and accept a short-term funding bill despite Democrats issuing strong calls to address health care issues, such as Affordable Care Act subsidies that expire at the end of the year, as a condition of funding.

“He’s screwed either way,” one member on the call said of the conference’s thinking on Schumer. “He has no good choices because he’s put himself on this path, and he didn’t come up with solutions prior to getting to the cliff. Now he’s at the cliff, and he’s either going to jump with a half-full parachute or he’s going to jump with no parachute.”

The House passed a Republican-crafted stopgap earlier this month to fund the government through Nov. 21, which the Senate promptly rejected amid Democratic criticism.

If the government does shut down, House and Senate Republican leaders plan to hold a joint press conference Wednesday, according to The Hill’s partners at NewsNation.

There are no plans, according to sources who were on the call, to bring House lawmakers back to Washington this week even if there is a shutdown, arguing the House has already done its job to pass a funding stopgap before the funding deadline.

There was some disagreement about that strategy on the call, according to one source. But members are largely united. 

Democrats have torn into Republicans for canceling votes ahead of the shutdown deadline, saying they should be in Washington to work. House Democrats are holding a Monday evening meeting in the Capitol despite the canceled votes.
