On Friday, the State Department is expected to lay off or accept the voluntary resignation of nearly 3,000 employees, in a move that, combined with voluntary resignations, is supposed to result in a 15 percent reduction in the State Department's workforce.
"The departments, bureaus, offices and domestic operations have grown considerably over the last 25 years, and the resulting proliferation of bureaus and offices with unclear, overlapping or duplicative mandates have hobbled the department's ability to rapidly respond to emerging threats and crises or to effectively advance America's affirmative interests in the world," a senior State Department official said.
The official added that there are "more than 700 domestic offices for 18,000 people."
"A lot of this, as we said, covers redundant offices and takes some of these cross-cutting functions and moves them to the regional bureaus and to our embassies overseas, to the people who are closest to where diplomacy is happening, to empower them with the resources and authorities they need to be able to carry out the President's foreign policy."
As reported by my colleague Jennifer Oliver O'Connell, State Department employees had already been notified of the impending reductions:

Jennifer writes:
On Tuesday, the Supreme Court of the United States cleared the way for the Trump administration to enact the employment freezes and firings it had planned through the DOGE cuts. A lower court had stayed the administration from moving forward with these actions, and SCOTUS overrode that court's decision.
And, finally, RealClearPolitics' Susan Crabtree obtained an image of the actual memorandum announcing the layoffs:
The post continues:
That's 1,107 civil servants and 246 Foreign Service employees, coupled with nearly 1,000 who previously opted for voluntary deferred resignations.
All told, that's 3,000 fewer federal workers. It's a tiny portion of the federal workforce, which according to the U.S. Office of Personnel Management, stands at 2,289,472 federal civilian employees as of July 1st. So, this layoff of 3,000 amounts to 0.13 percent of the federal workforce.
Well, we can suppose it's a start.
Most people who have worked in the private sector have been through something like this. When a company is struggling, when the balance sheet is in the red, it's not at all uncommon to start cutting workforce, and sometimes, yes, the remaining people have to pick up the slack. The federal government is no different, and in these reductions, we may finally be seeing some actual decreases in spending by Washington.

There are no reports of embassy closures or any other such drastic moves, which actually would cut into the State Department's mission. But in a statement of what's apparently really important, the State Department reassures us that the State Department will be sensitive to the dignity of the released employees.
A senior official said there are currently no plans for overseas closures of embassies and outposts. They added the State Department will work to preserve the dignity of affected workers.
"We’re going to work to preserve the dignity of federal workers," the official said. "We want to be sensitive to that process and make sure people have the resources they need … and make sure everyone is treated with dignity."
Well, that's a comfort. Most of us who have been laid off a time or two in the private sector likely haven't had employers who were so sensitive about their dignity.
Bear in mind, the State Department is one of the federal departments that's authorized by the Constitution. One of the few, in fact. "Right-sizing" State is one thing, but it would be even better to see some of the extra-constitutional agencies eliminated completely - Education, Environment, and so on. The Trump administration should set down the scalpel and start swinging an axe - then we'll start to see some real results.
