They say that politics is a blood sport. All you have to do is look at everything that has been thrown at Donald Trump to know that no truer statement has ever been made. Despite that, Trump was resoundingly reelected and is delivering what he campaigned on for the American People. I said from day one of his second term, every Biden and Obama holdover needed to be jettisoned from whatever position they held; loyalty is vital. But what about those offices and agencies that are deemed "nonpartisan?" Are they really capable of operating fairly and objectively under any administration, Democrat or Republican?
One of those offices is the Congressional Budget Office (CBO). Their primary function is to provide cost estimates to Congress on policy proposals. They are to operate neutrally so that whoever has the majority in Congress can make informed decisions about what is being proposed. But a new report is showing that political neutrality at the CBO may not be all it's cracked up to be. The report is from the right-leaning think tank Foundation for Government Accountability (FGA), and says that the staff at the CBO is majority Democrat, and that they have a curious track record of scoring errors that, surprise, benefit proposals from Democrats.

The FGA broke down voting registration of CBO staff, and found this: 78.9 percent were Democrats, just 12.5 percent were Republicans, and 8.6 percent were independent or unaffiliated. Broken down even further to departments like the Health Division, where the costs of crucial programs like Medicare and Medicaid are assessed, more than 93 percent of the staff were registered Democrat voters.
Hayden Dublois is the data and analytics director at the FGA and co-authored the report. He had this to say about the CBO's declarations of nonpartisanship.
“The CBO loves to say they’re just doing math — but when that math is built on partisan bias and bad assumptions, it becomes political storytelling rather than hard science."
The report went on to say that one of the causes of a possible ideological bent is a “revolving-door-like relationship with both liberal members of Congress and left-leaning think tanks, where CBO’s analysts often gain their political experience before scoring the most important piece of legislation.”
The probe into the CBO staff's political leanings comes at a pivotal time. Through the scoring process, the CBO estimated on Wednesday that President Trump's One Big Beautiful Bill would increase the federal deficit by $2.4 trillion and that 11 million people would lose insurance coverage due to changes in Medicaid. The Trump administration is disputing the CBO's estimates, saying the deficit would be reduced by $1.4 trillion, and the FGA points out the CBO's sketchy track record of mistakes, citing a 2017 prediction that repealing the Obamacare individual mandate would cause 13 million people to lose insurance coverage. That never happened.
Thankfully, the Trump administration and congressional Republicans are getting wise to the CBO's racket, with White House Press Secretary Karoline Leavitt saying on Tuesday,
“There hasn’t been a single staffer in the entire Congressional Budget Office that has contributed to a Republican since the year 2000. But guess what? There have been many staffers within the Congressional Budget Office who have contributed to Democrat candidates and politicians every single cycle. So unfortunately, this is another institution in our country that has become partisan and political.”

The FGA's Dublois argues that the CBO is wrong a lot "by embarrassing margins." If the CBO is crawling with Democrats, how can we be sure that the Big Beautiful Bill, the vehicle by which the Trump agenda will go forward via reconciliation, will be examined fairly and objectively? How do we know that the CBO, with its scoring of the Bill, isn't just providing Democrats in Congress, and by default, their propaganda arm, the media, with incorrect information on purpose to derail Trump's agenda?
Hayden Dublois described the CBO as "another captive institution wrapped in non-partisan clothing.” It makes you wonder, how many more are out there just like them?
