I don’t think we’ll talk about it in our already overlong agenda for today, but I am willing to wager a substantial sum that even with this year’s record rainfall in California (with more on the way) that has reservoirs already full to overflowing (some dams have their spillways open already for the first time in years), the state of California will not end the official state of drought emergency, for all of the usual reasons.
