SACRAMENTO, CALIFORNIA - AUGUST 21: California Gov. Gavin Newsom looks on during a news conference to kick off the Yes on 50 campaign at the California Democratic Party Headquarters on August 21, 2025 in Sacramento, California. In a move to counter Texas House Republicans’ plan to redraw the state’s congressional maps ahead of the 2026 midterm elections, California Democrats took up a proposed constitutional amendment to temporarily redraw their own congressional maps, potentially creating five additional U.S. House seats for their party. According to a new poll, California Democrat Governor Gavin Newsom is experiencing a surge in popularity among Democrat voters, positioning him as a potential contender for the party’s 2028 presidential nomination.

Morning Consult released the results of their survey on Tuesday, which demonstrated an eight-point increase in Newsom’s (D-Calif.) support from Democrats and left-leaning Independents. His approval in this group went from 11% in June to 19% in late August.

Former Democrat Vice President Kamala Harris, who failed to secure any swing states in her 2024 presidential bid against Donald Trump, nonetheless led with 29% support in August, though still down from 36% in March.

According to the poll, the majority of potential contenders for the Democrat presidential nominee fell below 10% support.

  • Former Transportation Secretary Pete Buttigieg (D): 9% support
  • Representative Alexandria Ocasio-Cortez (D-N.Y.) 6% support.
  • Governor Josh Shapiro (D-Pa.) 4% support.

Governor Tim Walz (D-Minn.), Harris’s former running-mate during her 107-day presidential campaign, scored 3% support alongside Governor JB Pritzker (D-Ill.). Governor Andy Beshear (D-Ky.) and Governor Gretchen Whitmer (D-Mich.) each garnered 2% support.

Lastly, the poll results found that Governor Wes Moore (D-Md.) had 1% support.

According to the survey, Generation X’s support for Newsom went up by 19 points, accounting for most of the governor’s growing favorability. Additionally, men’s and White voters’ support increased by 15 points, and Black voters’ support went up by 7 points since March.

In June, Newsom suggested a potential presidential bid in the future to The Wall Street Journal, saying: “I’m not thinking about running, but it’s a path that I could see unfold.”

Morning Consult surveyed 1,000 Democrats and Democrat (left)-leaning Independents between August 22nd and 24th.
