The Adams administration is zeroing in on a replacement for outgoing NYPD Commissioner Keechant Sewell ahead of her last day Friday — with First Deputy Commissioner Edward Caban and Department of Sanitation head Jessica Tisch on the shortlist, The Post has learned.

Both Mayor Eric Adams and Deputy Mayor of Public Safety Phil Banks have lauded Tisch, an heiress whose family owns the Loews Corporation, in public and private — but sources with knowledge of the discussions said Caban is the likely favorite.

While Tisch — who spent nearly a decade as the NYPD’s deputy commissioner for information technology — is “highly, highly qualified,” naming Caban would make for a more seamless transition, the sources said.

Caban, the department’s second-highest-ranking member, has more than three decades on the job.

If chosen, he would make history as the department’s first Latino top cop — something sources noted appeals to Adams, who also appointed the NYPD’s first woman commissioner in Sewell.  

“He’s going in a Latino direction. That’s it. It’s that simple,” one source said of Adams.

Another source described Tisch as a “major player” who wants to be police commissioner and comes with an entire “ecosystem” around her. 

Her parents, James and Merryl Tisch, wield tremendous power as major donors in the city’s political circles, and the family co-owns the New York Giants football team.

“But she’s no lap dog,” the source said, a nod to Sewell, whose power struggles with City Hall, The Post has reported, led to her sudden resignation announcement.

“Do you need another shake-up?” the source added. “You have [Chief of Department Jeffrey] Maddrey and [Chief of Patrol John] Chell running operations and Caban covering the rest.”

Another name floated was current Department of Correction Commissioner Louis Molina, with the administration eyeing diversity at the top of the NYPD.

But sources said more recently, discussions have largely centered on Tisch and Caban.

Sources expect Sewell’s replacement to be named publicly as early as Friday morning, ahead of the July Fourth holiday weekend that historically can come with a high level of gun violence.

One speculated the July 4th week and its second quarter crime stats press conference could serve as a makeshift audition for Caban.

“Maybe there’s secretly a test drive,” the source said. “A lot of people are guessing.”

Since The Post broke the news of Sewell’s announcement two weeks ago, Caban has become one of the more public figures in the NYPD, appearing at press conferences with the mayor.

Caban has also been on the daily conference calls the mayor holds with city agency commissioners, instead of Sewell, according to sources.

Tisch was last in the NYPD as deputy commissioner for information technology during Mayor Bill de Blasio’s administration, where she rolled out a digital daily log app for cops, replacing tedious handwritten duties.

She was at the helm when a computer virus shut down NYPD’s fingerprint database, and was also blamed for a boondoggle in which the department apparently wasted $160 million on obsolete smartphones.

Caban is well-liked among rank-and-file in the department and his office has overseen a review of the NYPD’s disciplinary guidelines for cops, according to sources.

The Post previously revealed his disciplinary file included getting docked 20 vacation days for using a work car for personal business more than a decade ago. He was also wrapped up in the NYPD exam scandal of the mid-1990s, but was cleared of any wrongdoing.

Caban has been coy when asked by reporters about the opening at the top of the department, saying last week: “One commissioner at a time.”

Tisch declined to comment.

Adams has said, “when we are ready to make the announcement, we’re going to make the announcement.”

City Hall declined to comment further.
