NextImg:Neighbor arrested for gunning down NYC woman, friend and her dog over barking complaints

A man accused of fatally shooting his neighbor, her friend and her dog on an Upper Manhattan street was arrested Thursday after nearly a month on the run, police sources said.

Lenue Moore, 31, was caught by cops in Brooklyn for the Sept. 29 shooting deaths of Jackie Billini, Levaughn Harvin and Billini’s pit bull Zeus in Washington Heights, the sources said.

Moore had an alleged vendetta against Billini, 57, and her dogs and complained about their barking inside the apartment building where they both were living.

“She had difficulty with him based on noise complaints from the dog,” NYPD Chief of Detectives Joseph Kenny said at a press conference last week. “He committed a burglary of her apartment in which he broke her arm and beat another female companion.”

The accused killer was arrested — and then released — for violently kicking in the door to Billini’s apartment where he proceeded to attack her and others in the apartment less than six months before he allegedly murdered her in cold blood, according to prosecutors.

Lenue Moore was arrested Thursday after nearly a month on the run after allegedly shooting two people and a dog.

Moore allegedly beat a man with a hammer in the April 11 attack and broke Billini’s arm when he forced her door open, but he was released on bail soon after his arrest.

The Manhattan District Attorney requested a judge set his bail at $15,000 cash or $30,000 partially secured surety bond. But the judge instead set bail at just $5,000 cash or partially-secured bond — meaning Moore could walk after paying as little as 10%, or $500.

Billini, an analyst with the state court system in the Bronx, was granted an order of protection that banned Moore from contacting or approaching her, but that apparently didn’t stop him.

She feared for her life following Moore’s release and often asked Harvin to accompany her while she walked her dog because she was so afraid, according to neighbors and police.

“The male victim Mr. Harvin was actually helping her walk the dogs because she was in fear for her life because of this guy,”  Kenny said.

Moore is accused of killing his neighbor, her dog and her friend over an ongoing dispute related to the animal’s barking.

Moore, dressed in an all-black with a mask, walked up behind Billini and Harvin and allegedly fired at them at least six times outside Highbridge Park, near West 165th Street and Edgecombe Avenue at around 6:30 p.m.

Billini was clipped in the back of the head and neck and Harvin, 42, was struck in the face and shoulder.

The alleged killer then turned the gun on Zeus, killing the pooch as well.

Moore was arrested less than six months before the shooting for allegedly breaking into Billini’s home and assaulting her and two others in the apartment.

Neighbors said Moore and Billini’s feud began when he tried to kick her dog sometime earlier this year.

“It’s heartbreaking, she was a great woman,” a neighbor named Jay told The Post earlier this month as he was on his way to get a candle to place by her door.

“A beautiful person,” he continued. “She was caring, the kids loved her. She was a people person. Everyone around here knew her. She was always nice to everyone.”

Moore normally lives in one of the Carolinas, but has been staying in his mother’s apartment in the same building where Billini lived, neighbors said.

Police said they had been searching for the suspect in North Carolina as well as locally, in Queens and Brooklyn.
