Florida prosecutors declined to pursue charges against Browns rookie running back Quinshon Judkins following an alleged domestic incident last month in Fort Lauderdale.
Judkins was arrested on July 12 on a misdemeanor domestic violence and battery charge after he allegedly struck a woman with a closed fist near her chin and lip while in a vehicle, and then later struck her in the left arm and thigh.
The alleged incident happened five days before it was reported to the police.
The Broward State Attorney’s Office said in a detailed decline memorandum that it had reviewed police reports, body cam footage, surveillance videos, phone and text logs and the woman’s sworn statement.
“This incident was not captured on any video surveillance,” the document read, which was obtained by ESPN. “There are no independent witnesses to the incident. Although the victim had photos showing injuries sustained, there were also videos in that same time frame where no injuries were observed to the victim. Additionally, the victim’s injuries depicted in the photos could be explained by either account of the incident.”
The memorandum also made mention that the allegations weren’t taken to authorities until several days later.
“Finally, there was a delayed report of the incident,” it read. “The delay is problematic as the victim was alone on numerous occasions without the Defendant, had the ability and resources to make the report without his knowledge, but chose not to do so. For the reasons set forth above, there is no reasonable likelihood of conviction and this case is being declined.”
While the criminal aspect of the matter may be over, the NFL is still reviewing the incident. League spokesman Brian McCarthy told Cleveland.com, “We have been following developments in the matter which remains under review.”
The alleged altercation occurred on July 7 — according to the woman, his on-and-off girlfriend, per Fox 8 — and took place after the football player received a text message about her. He was accused of punching her near the mouth, arm and leg.

Judkins was taken 36th overall by the Browns during April’s draft and remains the only unsigned 2025 draft pick.
He has missed all of the Browns’ camp this summer.
Former Texas receiver Isaiah Bond announced on Thursday that he was signing with the Browns in a statement after a grand jury returned a “no bill” on a sexual assault charge.
